Agency Seeks Comments on Great Lakes Gas CAA Permit

U.S. Environmental Protection Agency Region 5 said July 20 that it is seeking public comments on its draft federal operating permit that would allow Great Lakes Gas Transmission Limited Partnership, Deer River, Minn., to operate a natural gas-fired generator and two natural gas-fired turbines to power the Deer River compressor station for the company's gas pipeline.

The comment period begins July 23 and ends Aug. 24.

The compressor station is on privately owned land within the exterior boundaries of the Leech Lake Band of Ojibwe Indian Reservation.

The draft permit contains all Clean Air Act requirements that apply to the company and requires the company to conduct sufficient monitoring to determine whether the source is complying with the applicable air quality requirements.

During the comment period, interested persons may submit written comments on the draft permit. The draft permit and administrative record for the facility may be viewed at the Cass Lake Community Library, 223 Cedar Ave., Cass Lake, Minn., and the Deer River City Hall, 208 Second St. S.E., Deer River, during normal business hours. All documents will also be available for review at the EPA Region 5 office in Chicago Monday through Friday from 8:15 a.m. until 4:45 p.m.

Written comments should include the reason for interest in the draft permit, requested actions for EPA to take and the justification for such actions. Comments should be specific and contain regulatory references to allow EPA to investigate the merits of the position.

Comments and requests to receive notices of any future actions should be sent to Cheryl Newton, director, Air and Radiation Division (A-18J), EPA Region 5, 77 W. Jackson Blvd., Chicago, IL 60604.

For copies of the administrative record, contact Genevieve Damico at EPA's Chicago address, by telephone at 312.353.4761, or by e-mail at damico.genevieve@epa.gov. A copy of the draft permit is here.
