Wouldn't EPA be more effective at protecting the environment if it was more of a technology resource than an enforcer/prosecutor? If I were a mining company, I'd never collaborate willingly with EPA on anything, because the way they operate at present is that they are quick to fine (and even procecute criminally), and slow to assist with information and technology transfer.
