EPA Seeks to Roll Back 2023 Power Plant Emissions Rules
A major emissions policy targeting fossil fuel plants may be reversed, with grid reliability and legal uncertainty driving the proposed change.

The EPA has proposed repealing a key set of power plant emissions rules issued under the Biden administration. The repeal targets the 2023 regulations that limited greenhouse gas emissions from fossil fuel-fired power plants, citing concerns over legal risk and grid reliability.
The original rules, which were set to take effect in 2032, would have required coal plants and some gas plants to install carbon capture technology or shut down. The EPA now says it plans to revisit the standards, especially for natural gas facilities, after feedback from industry and regulators.
The agency will accept public comments for 60 days before finalizing any changes.
