New Executive Director Appointed for PA Citizens Advisory Council

Pennsylvania Department of Environmental Protection Secretary Patrick McDonnell on Sept. 4 appointed Keith Salador to the position of executive director of DEP's Citizens Advisory Council. The council was legislatively created in 1970 by Act 275, which also established the Department of Environmental Resources, the predecessor to DEP. On it are 18 citizen volunteers appointed by the governor, president pro tem of the Pennsylvania Senate, and speaker of the Pennsylvania House of Representatives. The council meets 10 times a year in public meetings.

Salador has served as an attorney in DEP's Bureau of Regulatory Counsel since 2014, where he advised DEP staff in the Environmental Cleanup and Brownfields, Radiation Protection, Storage Tanks, Clean Water, Compacts and Commissions, and Oil and Gas programs. He was involved in a range of agency activities, including drafting of regulations, enforcement actions, litigation, and major policy decisions.

As executive director, he will coordinate the council's research and reviews related to environmental protection, conservation, and resource management issues and its recommendations regarding policies, procedures, plans, and goals for protecting the environment and natural resources in Pennsylvania.

Before his career at DEP, Salador was an assistant regulatory manager at Fox Chase Cancer Center in Philadelphia. He also served as a Law Fellow with the Center for International Environmental Law and a law clerk for EPA, both in Washington, D.C.
