Louisiana Land Trust, CDM Did Not Get Discharge Permit
The U.S. Environmental Protection Agency has issued cease and desist administrative orders to the Louisiana Land Trust and Camp Dresser McKee, Inc. for widespread noncompliance with stormwater provisions outlined in the federal Clean Water Act.
A Feb. 8, 2010 inspection by EPA and the Louisiana Department of Environmental Quality (LDEQ) of construction activities in St. Bernard and Orleans parishes found runoff from construction sites previously identified and documented by LDEQ. The inspection also revealed the Louisiana Land Trust and Camp Dresser McKee failed to submit a Notice of Intent for permit coverage under the Louisiana Pollutant Discharge Elimination System (LPDES) General Permit for stormwater discharges from construction activities and failed to develop and implement best management practices to control the discharge of sediment and debris from construction sites.
Based on these findings, the Louisiana Land Trust and Camp Dresser McKee have been ordered to cease all discharges of sediment and debris from construction activities in St. Bernard and Orleans parishes, remove sediment and debris previously discharged, and within 15 days submit a Notice of Intent to LDEQ for permit coverage under the LPDES General Permit program.
The Louisiana Land Trust and Camp Dresser McKee have also been given 15 days to develop, implement, and submit a Storm Water Pollution Prevention Plan (SWPP) tailored for construction sites in St. Bernard and Orleans parishes and submit a detailed description of activities completed to comply with the cease and desist orders.
