NYC Issues RFPs for Metering and Monitoring Consultant
New York City Economic Development Corporation on Sept. 15 issued a Request for Proposals (RFP) for a consultant, or team of consultants, to develop and field test metering and monitoring technologies in municipal buildings and operations.
The metering initiative is a critical component to implementing the city’s PlaNYC sustainability initiatives and reflects the city’s commitment to reducing energy use and improving air quality for New York residents.
"Showing consumers how much energy they are using is an excellent way to encourage energy efficiency,” explained EDC Senior Vice President for Energy Policy James Gallagher. ”Today’s metering and communications technologies allow consumers to monitor their energy consumption on a near real-time basis, and the city believes it can be a more efficient energy consumer with access to such technology. It’s necessary and appropriate that city government be at the forefront of implementing energy efficiency and demand reduction technologies in its own buildings and institutions.”
The city pays energy bills on more than 4,300 buildings and facilities in annual amounts ranging from under $2,000 to more than $10 million. Activities housed in city-owned building and facilities include education, health care, administrative offices, cultural events, justice and corrections and industrial operations. The RFP calls for the consultant to assess available metering technologies and applications, prioritize the city’s needs, and develop a plan for field testing.
The RFP seeks a consultant team with experience in identifying and quantifying the benefits of metering and data communications management systems, including the integration of various systems. The team should include engineers, IT specialists and technical or policy analysts. The specific scope of services required is delineated in the RFP, as well as the expected deliverables and timeline for the three phases of the project.
The proposals will be evaluated on a variety of criteria including the quality of the proposal; experience of key staff; experience and quality of any subcontractors proposed; successful track record with similar projects and services; as well the proposed fee. The project also has Minority and Women Owned Business Enterprise (M/WBE) participation goals. Proposals should include an M/WBE Utilization Plan.
