Planning Designing and Building Californias Largest UV Water Treatment Facility

This webinar will review the planning, design and construction of the San Francisco Public Utilities Commission’s (SFPUC) recently completed Tesla Treatment Facility – now California’s largest ultraviolet (UV) disinfection water treatment plant. The unfiltered Hetch Hetchy water supply treated at this facility constitutes about 85 percent of the water supplied to retail customers in the City of San Francisco and wholesale suburban customers in surrounding Bay Area counties. The agency built the new Tesla Treatment Facility to comply with new U.S. EPA Long Term 2 Enhanced Surface Water Treatment Rule that requires unfiltered supplies to attain a minimum of two-log Cryptosporidium inactivation and the use at least two different disinfectants. For this facility, the agency chose ultraviolet light and sodium hypochlorite as the disinfectants.

Participants in this webinar will learn about the challenges faced in the planning and design process to develop satisfactory design criteria, as well as gain an understanding of the EPA’s treatment requirements for an unfiltered water supply. Additionally, as an unfiltered supply, the planning process had to account for the possibility of sand/grit and aquatic or terrestrial vegetation in the aqueduct. Minimization of headlosses, adjustment for high-pH influent, and ensuring good mixing of chemical additions were other design challenges. The Design/Build project team will also review construction challenges and successes, such as adhering to tight shutdown windows for the Hetch Hetchy Aqueduct and timely procurement of materials to meet the aggressive construction schedule.

Bijan Ahmadzadeh is a registered Professional Engineer for the San Francisco Public Utilities Commission. He has over 24 years of experience in planning, design, construction, and project management of public works projects for both utilities and transportation. He has been with the San Francisco agency for eight years and is responsible for the delivery of various water treatment facilities in the San Joaquin Region as part of the Water System Improvement Program. As the Regional Construction Manager, he also oversees contract administration of planned and ongoing construction contracts, which include design-bid-build and design-build project delivery methods.

Reno FioranteVice President of Water, Stantec Consulting
Reno Fiorante has worked as a consulting engineer for 28 years with a primary focus on water and wastewater treatment. He has been responsible for the design of over 30 water treatment plants with sizes ranging from 5 mgd to 475 mgd, some of which have been delivered using alternative project delivery methods such as design-build. For the Tesla Treatment Facility project, Reno served as the design manager for the new treatment plant and worked with the contractor, PCL Civil Constructors, and the SFPUC engineering and operations staff to deliver the successful project.

Ken SlotaSenior Project Manager, PCL Civil Constructors, Inc.
Ken Slota is a registered Professional Engineer in CA and AZ and a Senior Project Manager for PCL. He has over 14 years of experience in both the design and construction of water and wastewater treatment facilities to include UV treatment, membrane treatment, water reclamation, and chemical feed facilities. He has been with PCL for over nine years and his projects have included the traditional design-bid-build, construction manager at risk and design-build project delivery methods.

Enio Sebastiani - Senior Engineer, San Francisco Public Utilities Commission
Enio Sebastiani is a process engineer overseeing water quality issues for the San Francisco Public Utilities Commissions’s East Bay facilities. He has a B.S. in Civil Engineering from UC Berkeley and a M.S. in Environmental Engineering from the University of Illinois. He is a registered Civil Engineer, Water Treatment Operator, and Water Distribution Operator in California.
