This issue is one that is dead in the water. States will file constitutional challenges, and it will likely be ruled unconstitutional. EPA has no authority to regulate CO2 without proper science to back it. This is pure, 100% politics and an attempt to place a surcharge on carbon producers to subsidize "clean" energy.
