I think the government should support any development in that direction but it won't happen until they get out of the oil business.

Clean technologies should be required world wide for each and every source that emits any of the regulated pollutants. No loopholes or grandfathering. It should be part of the cost of doing business in the developing world and to avoid further deterioriation of the environment. There should be no governmental support mechanism.

Those that can have the potential to be developed into long-term profitable industries yes, where short-term capital infusion are required, yes. Those that are better suited for lower cost developing countries (e.g., lower labor costs, lower technological barriers, etc.) to develop, no.
