South Dakota Awards $22.3M for Environmental Projects
The funds will go toward improving water, wastewater, and stormwater infrastructure as well as watershed, landfill, and recycling projects.
South Dakota Gov. Dennis Daugaard has announced that the state Board of Water and Natural Resources has approved more than $22.3 million in grants and loans for drinking water, wastewater, stormwater, watershed improvement, landfill, and recycling projects.
The $22,347,475 total includes nearly $9 million in grants and $13.4 million in loans, with nearly $2 million of the loan total in principal forgiveness.
“Making grant and loan funds available for these projects will result in better drinking water, improved wastewater treatment, and enhanced protection of the environment,” Daugaard said.
The grants and loans are administered through the South Dakota Department of Environment and Natural Resources (DENR).
Grants were awarded to the following:
- Ellsworth Development Authority, two grants totaling $1 million for final design of the regional wastewater treatment facility;
- Keith Kaufman, d.b.a. Great Plains Gypsum, $60,836 for gypsum recycling;
- Leola, $300,000 grant amendment for wastewater collection system rehabilitation;
- McCook Conservation District, $65,000 for Vermillion River basin watershed project;
- Sioux Falls Flood Control, $3.31 million for flood control upgrades;
- South Dakota Department of Environment and Natural Resources, $750,000 for statewide tire and solid waste cleanups; and
- Southern Black Hills Water System, $2 million for construction of a regional water supply system
Two loans were awarded to Harrisburg totaling $3,219,100 for Colombia Basin storm and sanitary sewer projects.
Loans with principal forgiveness were awarded to the following:
- Box Elder, $3,562,950 loan for Ghere Reservoir and well project, with $356,295 of that in principal forgiveness;
- Colton, two loans totaling $380,300 for 5th Street improvements, with $91,100 of that in principal forgiveness;
- Montrose, $893,000 loan for water distribution improvement, with $593,000 of that in principal forgiveness;
- Piedmont, $1,404,000 loan for water distribution system construction, with $804,000 of that in principal forgiveness; and
- Vermillion, $1,532,000 loan for water tower construction, with $153,200 of that in principal forgiveness.
Grant and loan packages were awarded to the following:
- Chamberlain, $38,400 grant and $153,600 loan for wastewater treatment plant improvements;
- Frankfort, $145,000 grant and $117,100 loan for wastewater improvements;
- Hermosa, two grants totaling $277,414 and two loans totaling $412,225 for sewer and water main extensions;
- Herreid, $300,000 grant and $694,300 loan for wastewater system improvements ;
- Lebanon, $286,200 grant and $71,550 loan for wastewater improvements;
- Northville, $175,000 grant and $238,300 loan for wastewater treatment facility improvements;
- Pierre, $60,000 grant and $190,000 loan for a rubble replacement project;
- Richmond Lake Sanitary District, $177,800 grant and two loans totaling $533,400 for improvements to their wastewater system.
The grants, loans, and principal forgiveness were awarded from DENR’s Consolidated Water Facilities Construction Program, Drinking Water State Revolving Fund Program, Clean Water State Revolving Fund Program, and Solid Waste Management Program. The Consolidated Water Facilities Construction Program provides grants and loans for water, wastewater, and watershed projects statewide. The Drinking Water State Revolving Fund Program provides low-interest loans for public drinking water system projects. The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and stormwater projects. The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects.
