REACH Expert Blainey Joins Atrion International
Atrion International has appointed REACH authority Mark Blainey to the position of senior regulatory analyst. In this role, Blainey will provide policy and technical expertise to ensure the company's solutions offer continuous compliance with dynamic REACH regulations.
Enza Grassia, senior vice president Research and Development at Atrion, said: "[Blainey] has a great depth of policy and regulatory expertise gained with both the European Commission and with the UK Government.
As one of the original authors of REACH, his understanding of the regulation and the issues surrounding it is unparalleled."
Blainey has been involved in EU Chemicals legislation for more than 13 years and is considered one of the foremost authorities on REACH legislation. His work experience includes the development of REACH from its inception to agreement, as well as the myriad of guidance documents, reviews of the REACH Annexes and contributions to the European Commission's CLP (Classification, Labeling and Packaging) regulation proposal.
He is the former director at the Policy Analysis and Chemical Evaluation (PACE) SPRL, a consultancy expert in EU chemical policy. He has held the positions of policy coordinator
(REACH) and policy officer with the European Commission and has served as senior executive officer and Her Majesties Inspector of Health and Safety at the Health and Safety Executive.
Blainey earned his bachelor's in biochemistry with toxicology from Surrey University and a post-graduate diploma in Occupational Health and Safety from the Aston Business School. He also holds a master's in environmental toxicology from the University of Central Lancashire.

Dickson Recognized for Work with Maine Agencies
Lisa Dickson, principal scientist and regional manager with Kleinfelder/S E A, was selected as one of Mainebiz’s 2010 Women to Watch.
Each year, the business publication recognizes chief executive officers, presidents, and top executives who have a proven track record of success, as well as those regarded as “up-and-comers.” Dickson, an Augusta, Maine-native and alumnus of Colby College, heads up Kleinfelder/S E A’s Augusta office. A recognized authority on the “green markets,” she is also author of Maine’s Fossil Record: The Paleozoic, a book the Maine Geological Society described as “the most comprehensive treatise on Maine’s bedrock fossils ever published.”
In profiling Dickson, Mainebiz wrote: “Dickson bridges the gap between environmental science and bottom-line business approaches. She helps her clients, mostly public entities such as the Maine Department of Transportation, to understand the long-term ramifications of climate change in a way that makes sense to them.”
Dickson will be honored at the Women to Watch reception in Scarborough, Maine, on Sept. 23.

APWA Director Hann to Serve as Local EPA Adviser
Susan M. Hann, P.E., AICP, ICMA-CM, deputy city manager for Palm Bay, Fla., was recently appointed to the U.S. Environmental Protection Agency Local Government Advisory Committee (LGAC) by EPA Administrator Lisa Jackson.
Hann, who is the American Public Works Association director-at-large of Transportation on the Board of Directors, will serve on the approximately 30-member committee with other locally elected and appointed officials, including mayors, county executives, city managers, commissioners, and others, as well as state and other interests. She began a two-year term on Aug. 30.
The LGAC provides advice and recommendations that assist EPA in developing a stronger partnership with local governments.
APWA Executive Director Peter B. King said, “It is an honor to be appointed, and Sue’s background and experience will undoubtedly serve the committee well. In addition to her public works and engineering expertise, she also brings a metropolitan planning, parks and recreation, growth management, and economic and neighborhood development perspectives to the table,” he said.
Hann also been active with the APWA Center for Sustainability and the APWA SAFTEA-LU Reauthorization Transportation Task.
Ispass, Wagner, Gibbs and Pla Inducted into NACWA Hall of Fame
Alan Ispass, vice president and global director of Utility Management Solutions and Edward Wagner, senior project consultant, both at CH2M Hill; and alumni Charles “Tom” Gibbs and Michele Pla were inducted at the National Association of Clean Water Agencies’ Summer Conference and 40th Anniversary Celebration in San Francisco, according to a CH2M Hill press release.
The association chose inductees for their actions and commitment to the organization and for making a significant positive impact on either the evolution of the association or its ability to effectively represent the interest of the clean water community.
Ispass, whose 35-year career spans a range of water and wastewater utility activities including operations, management, finance, and labor relations, was recognized for leadership on public-private partnership and competitive management issues, particularly with regard to key association publications, and for his role as the first Chair of the Utility Management Committee.
Wagner, who has more than 46 years of experience in water and wastewater operations and management and currently serves as a senior consultant to clients worldwide on asset management, regulatory compliance and strategic management, was recognized for leadership on legislative policy, particularly the Comprehensive Watershed Management Act, and for his role as a former chair of the Legislative Committee.
Gibbs, who prior to retirement served in many senior roles and was the first president of the CH2M Hill Water Business Group, was recognized as being one of the initial founders of the association, for serving as the president of the first Board of Directors, and for being one of the original incorporators of the association.
Pla, an expert in wastewater regulatory strategy who currently focuses on consulting as principal of MPLA - Cleanwater Consulting, was recognized for leadership on wet weather issues in general and the Combined Sewer Overflow Policy in particular, and as an influential leader and former association president.

ACEEE Awards Champion of Energy Efficiency Title to Genzer
Jeff Genzer has received a Champion of Energy Efficiency Award from the American Council for an Energy-Efficient Economy (ACEEE) at its 16th biennial Summer Study on Energy Efficiency in Buildings.
The awards recognize leadership and accomplishment in the energy efficiency field. Winners are selected based on demonstrated excellence in program implementation, research and development, energy policy, or private sector initiatives.
For more than 25 years, Jeff Genzer has worked effectively on energy efficiency policies and programs, including work with state energy offices and the federal government on such topics as building codes, performance contracting, and energy efficiency programs funded by the American Recovery and Reinvestment Act (ARRA) - in particular, for playing a critical role in addressing implementation challenges under ARRA.
ASCE Elects New Officers
The American Society of Civil Engineers’ (ASCE) newly elected officers will be installed to its Board of Direction on Oct. 22, during the business meeting at the society's annual conference in Las Vegas. The new board members, who will hold office until the fall of 2011, include:
- President ─ Kathy J. Caldwell, P.E., president of Caldwell Cook & Associates. In addition to managing her own firm, Caldwell is an adjunct professor at the University of Florida. She has also served as vice president, design engineer, project manager and division manager for Jones Edmunds & Associates.
- President-elect ─Andrew W. Herrmann, P.E., SECB, F.ASCE, principal at Hardesty & Hanover, LLP. With 37 years at Hardesty & Hanover, LLP, Herrmann has held many positions including structural detailer, structural engineer, project engineer and associate engineer before becoming managing partner and then principal.
- At-Large Director ─ Christine F. Andersen, P.E., director of public works for the City of Santa Barbara, Calif.
Siegel to Lead RILA Sustainability Program
The Retail Industry Leaders Association (RILA) has hired Adam Siegel as vice president of Sustainability and Retail Operations.
Siegel will lead the association's sustainability offerings, directing both its Retail Sustainability Initiative (RSI) and the Environmental Sustainability and Compliance Conference (ESCC), while also leading a number of other operational activities for the association.
An engineer with a master's in business administration from the MIT Sloan School of Management, Siegel has consulted for numerous companies including Staples, IBM, and Seventh Generation, as well as for leaders in the transportation and energy sectors. He has experience with the Environmental Defense Fund’s Corporate Partnerships Program, where he worked with the private equity firm KKR and their portfolio companies.
At MIT, Siegel can be credited with founding and leading Sustainability@MIT, a campus-wide student, faculty, and alumni group with more than 900 members. He also co-led the organization of the first annual “MIT Sustainability Summit,” with 30 speakers and 300 attendees. Additionally, Siegel holds a master's degree in aerospace engineering from the University of Illinois and a bachelor's degree in mechanical engineering from Worcester Polytechnic Institute.
Dow Appoints Fitterling, Luciano, Peribere, et al to New Positions
The Dow Chemical Company has made changes to its leadership to continue driving its transformation.
Andrew N. Liveris, Dow’s chair and chief executive officer, said, “As the global economic environment continues its recovery, now is the time to solidify our business-led structure to ensure we are well positioned for the long-term as an earnings-growth, technology-driven and customer-centric company.”
All appointees will report directly to Liveris and are effective immediately. They are:
- Jim Fitterling, senior vice president of Corporate Development, has been named president of Plastics and Hydrocarbons and an executive vice president of Dow. He will continue to be based in Midland, Mich.
- Juan Luciano, senior vice president of Basic Plastics, Hydrocarbons & Energy & JVs, has been named president of the Performance Division, which will consist of Dow’s Performance Products and Performance Systems divisions, and an executive vice president of Dow. He will continue to be based in Midland.
- Jerome Peribere will continue in his current role as president and chief executive officer of Dow’s Advanced Materials Division but he will also be an executive vice president of Dow. Peribere will continue to be based in Philadelphia, Pa.
- Carol Williams, senior vice president of Basic Chemicals, has been named president of the Chemicals and Energy Division and a group senior vice president of Dow, adding the Energy business to her responsibilities. Williams will continue to be based in Midland.
- Heinz Haller, executive vice president of Performance Systems and Marketing and Sales, has been named chief commercial officer, responsible for corporate Marketing & Sales and all Dow new business growth activities including Joint Ventures and subsidiaries in new business areas. He will serve as Dow’s lead representative for Dow Corning and Dow Kokam, and will continue oversight of Dow AgroSciences, Asia Pacific and the company’s new Olympics Business Unit. Haller will also add oversight of Dow’s presence in Latin America, and will continue to be based in Midland.
- Jim McIlvenny, senior vice president of Performance Products, has been named group senior vice president of mega projects and of Dow. McIlvenny will have full responsibility for Dow’s mega projects, including the company’s proposed joint venture to build a world-scale integrated manufacturing facility in Saudi Arabia, and the proposed Yulin Integrated Chemicals project in China. McIlvenny will continue to be based in Midland.
